It's not the choice of ringtone that's loud but the speaker of the each phone. If a ringtone is made to be loud but your speaker can't handle it, the sound comes out distorted.
If I were you, I would go to the store, pick the type of phone your mother would like (clamshell, bar, smartphone, touchscreen phone, etc.) then play each ringtone at max volume setting to see which one is the loudest.
