Does USB cable also charge the phone?

If you have a USB cable plugged into the phone, does it also charge the battery on the phone?

I had a motorola usb for my e815 that did not charge the battery, my usb for the samsung a990 does not charge the battery, but my usb for my razr did charge the battery. On most models, if the usb does not charge, it has a port about half way down the cable where you can plug in a home charger to make it charge. All LGs and most Samsungs have that configuration.
