It probably depends on your personal usage.

Let's do a comparison between 2 users.

As a separate 2 users, the smallest plan you can get is 500 minutes for $39.99. With taxes, that comes out like ~$45. With 2 separate accounts, you would paid ~$90 and each of you get 450 minutes, so total of 900 minutes.

As a family plan, the smallest plan you can get is 700 minutes for $60. Add $9.99 for 1 additional user, and taxes, it comes out ~$69.99, for same 700 minutes.

So, if you are using less than 700 minutes together, you'll pay about ~$20 less with the family plan.

One catch is that in the family plan, only the primary user is eligible for the $100 credit towards new phone every 22 months. The secondary user is also eligible to upgrade the phone every 22 months but at the new subscriber price, without the $100 credit.
