Ringback tone is the sound you hear after you call someone, it's letting you know that the dialed person is being tracked. Normally, on cell phone, you hear the same sound that you are used to hearing when using the home phone. It's typically a half second ring, followed by 2 seconds of silence, and continues.
If you have the ringback tone option on your phone, when someone calls your number, they actually hear a song that you picked as your ringback tone, instead of the familiar "dee", followed by "dee".
