Can I download windows sound recorder?

I used to make ringtones for my old phone this way:

1. Copy the song from a CD to my computer
2. Use Windows Sound Recorder to crop the song down to the 30 seconds I wanted as a ringtone & save it
3. Convert the 30 second clip to mp3 (or whatever format was needed)

I bought a new computer, and it came loaded with Windows Vista, which does not have the sound recorder feature. Can I download this from somewhere? If not, how can I convert sounds to ringtones for my new Voyager? (I have several of my old favorites saved as mp3's, which I think will need to be converted or possibly shortened a bit.)

I haven't used it myself yet but I heard audaucity(?) works well.
